It's proprietary tags for Adobe GoLive that call on a javascript actions library.

A search on Google seems to suggest they are tags used by Adobe GoLive. Not sure what for, though.

Not a feature I ever use... I handle all of my javascripting in the code editing window. From what I've seen of any (GoLive, Dreamweaver, ImageReady, FrontPage, etc., etc.) automatically generated javascript anything, there's no substitute for editing by hand for some things.

Proprietary = bad

(IME, GoLive-generated CSS is actually quite nice and clean though... handy palette interface for assigning attributes to classes, etc.)
