PHP same as HTML?

If I use mod_rewrite to change all the dynamic urls to static ones, will search engines penalize me for having .php as a file extension?

Yes. If you can do the mod_rewrite thing, you can also hide the php extention. Not sure of the peticulars of doing that though.
