The short answer is no.
There is no penatly for signing up for Paid Inclusion.
Once your subscription does expire (and not renewed), URLs are removed from the feed which ensures that they get the regular refresh etc - i.e. the benefits of Paid Inclusion.
It may take some period of time for these to reappear via the free crawl process.

Does being included via the paid service affect (in any way) your being crawled by the free service?

yes, your no longer considered a free customer for say your a paying customer. So as soon as you stop paying even if you had a free listing you lose your listing. For a time untill you are recrawled and indexed by the free side of the crawl.

Submitted over a week ago and it's still not listed in the index. Anyone else have experiences with the PFI and timeframes?

It's odd finding this just now, because five minutes ago I got off the phone with Ask Jeeves. I asked them why, a month after doing SiteSubmit for a lot of pages, most of our pages just VANISHED from Jeeves and Teoma. Not all, but many (after being ranked in the top 5 or 10 most cases). It's a very legitimate site, a household name, by the way.
I have a couple of possible explanations (unlike the Ask Jeeves person who was nice but had no explanations):
1 - the site's Google AdWords listings, which started same time as we did SiteSubmit, caused the non-sponsored listings to be removed.
2 - SiteSubmitting a page causes any free listings for the page to be removed from the index, and there's a time gap between this happening and SiteSubmit picking up the listings, during which the pages can't be found.
Any ideas? We have a phone call review with the client tomorrow and this is doggone embarrassing after spending $$$$$ on SiteSubmit at our recommendation! The client is paying us to get them to the top for BOTH sponsored and unsponsored listings on SE's like Jeeves. If we stepped into an tradeoff I'd like to know about it!

I received an e-mail from them indicating that they are looking into it and still no response.
I am extremely dissapointed with their customer service (or lack of).
If I am paying for a yearly subscription why should I pay for 11 months of inclusion?
I'm sending them yet another information request but doubt I will receive even remotely adequate service.
If there is indeed an Ask rep on WW, they should address issues like this.
