Reporting violations of Terms of Service on WebmasterWorld.com
Is there a stickymail account for this purpose?

Is there an official sticky mail address to report violations of Webmasterworld's Terms of Service...one that would go to the forum moderator and someone else higher up, in case the moderator was unavailable?

I'd simply click on the mod's name that appears on that page.

As anallawalla says, you can send a stickymail to the moderator of the forum and cc it to the relevant Category Administrator (see the top of each section):
