I have yet to pay for submission at Looksmart, so I can't help you with that, sorry.

Where does one go to offer to Inktomi? I've been to www.inktomi.com a couple of times and all i see is search products for web sites.

canada.com is still my top choice for hitting INK. I get a crawl on every submission - rankings are a different story though ;)

Would it be better to pay for LookSmart listings and then let Ink spider your site (if it already is) for free?

There's been some discussion that free submits are penalized in INK, so if it's a small site I'd recommend paying for both LS and INK.

I understand that free submits are penalized if the page has no inbound links to it. When an inbound link shows up, the penalty is lifted.
It seems that it is always better to get a listing in Looksmart first, then let the Ink spider found the site via Looksmart.
Ink likes pages it finds on its own. You get in free and you get in with no immediate penalty.
Does take longer though.
