Theoretically monthly. In practice, about quarterly: http://www.webmasterworld.com/forum30/27873.htm http://www.webmasterworld.com/forum30/27853.htm http://www.webmasterworld.com/forum30/27895.htm

They did do it monthly a few years ago. In 2003 they did at least half a dozen updates. In 2004 they only did a few. The ODP usually produces a new RDF dump every week or so, but at the moment there is a bug in the way the RDF is distributed, so there hasn't been a new one on public view for at least a month.

It's the format the data dump is in. See http://www.w3.org/RDF/ for a detailed explanation of the format.

The ODP started making RDF dumps many months before the W3C actually produced a formal specification for the data format in an RDF file. This is why the ODP RDF file doesn't quite follow the official specification. Their format is based on some of the ideas around before the official specification was produced. It is "RDF-like".
