gaining new entries for directory website

Can anyone help. I intend to put together a directory website but need some help of where I stand legally.

I want to start the site ideally with some basic information from prospective fee paying members. For example to include telephone number, name, address. This information is freely available either from telephone books, word of mouth or advertisments. At a later stage these people can be contacted and hopefully once they see the virtues of fee paying they will upgrade their account.

Can I do that, am I breaking the data protection act by using information this way.

Any help would be welcome.
