I just submitted a site to DMOZ and this is the response that I received back:

There is no need to resubmit; your site is in a holding area. Once we've verified that it is not spam, we'll add it to the unreviewed sites in the category you've requested.

Your site is in a "holding area" and will be manually reviewed and sorted back out to the most useful looking category, by some industrious editor or other that hangs around this pool like a waiting shark. No need to worry. Don't keep on re-submitting as that just makes more work for editors (and eventually gets treated as spam if it continues).
