The url in a link should always be of the form:
<a href="http://www.mydomain.com/path/to/dir/">Link text</a>
<a href="mydomain.com/path/to/dir/">Link text</a>
would be wrong and I don't think it would work in a browser (I have never typed this to try it)
I don't know about submitting, I never waste my time on it (Build. Links.). I would follow the instructions on the submission page.

If I've not misunderstood, you should link to any other site (anything not within your root folder) with the full url address. <a href="http://www.theresite.com/">There Site</a>

You don't need to know about cattle to create a dating service...
Then again, if someone askes you what you do, you'd have to say" I sell sperm for a living" lol
