AFAIK it is simply links that are on all pages in a website. The value of external links of this kind should not be exaggerated. They may send you quite a few more visitors than one single link, but do not expect them to add significantly more to your PageRank than one link would do. <added>

so this is what ROS /sitewide links are. I've been approached by so many people to buy such links from me. Now I know what they are.. In fact I searched the term sitewide links in Google and came across this post. :D thanks guys.
