By page or by domain? Or by hampster driven turbines?

I was wondering if link popularity is counted by domain or by page...

Maybe some engines do it differently? If so, which ones?

Mostly by page, but domain also is important. We many se's now somewhat limiting the length of the url, and more giving more weight to root pages, it is a toss up which popularity is more important.

A page without many links coming to it (both offsite and within site) won't rank well on many se's now (the big 3: ink, alta, google).
