is the opera mailing list the right place
to send suggestions etc. to?
are there different addresses for different topics
or does it not matter what the concern is?

Not a member or the list but the way these things usually work is something like this:

opera-general: general discussion/help
opera-dev: development stuff (probably your best bet)
opera-announcement: er.... announcements....

If you mean suggestions for improving Opera I think the best place is Opera newsgroups:
news://news.opera.com/opera.wishlist

There are also other very interesting ones like
news://news.opera.com/opera.tech
news://news.opera.com/opera.beta

Very impressed to see here so many Opera users (or at least the ones who knows and cares about it)!

There is also a forum system at my.opera.com (but be warned, as a Opera employee told me a few months ago, it aint webmasterworld ;)

okay opera has this build-in mail to newsgroup...
do i have to use my email provider's smtp server to send it
or will the browser do this for me directly?

You can definitely do it using Opera itself.
View the news using built-in newsgroups reader, and make posts usign built-in email client (and you don't have to have an email account set up for this purpose).

i can only read but not post - if opera opens the news at all!
well maybe i'm just too stupid but since it works fine for me
in mozilla i don't bother ;)
