Database with css

Hi,
I like to put a css in a database so when my other pages get loaded from the database they all look the same is it possible?
Some one told me this
[DB]-->(css)--->[PHP Page]

And does the css looks like a normal css for a html site? Plz help me to make a css for my site.

What you want is a template, using CSS, that loads the content from the database. CSS is only for presentation of the content.
