I was thinking about expanding my business internationally, but I have read a few horror stories on the forum here about publishers being suspended for having excessive non-U.S. traffic. Have they rectified this situation or are they still strongly against non-U.S. traffic. I would like to know before I start advertising with International sites.

There was nothing to rectify. It's simply program policy and yes, it still exists.
