Which usually means a OC3 connection to the net. I've tried snooping around that c-block and can't find anything there that looks interesting. Arin just shows it as alternet.

If it is the ru-robot you are wondering about, then there is nothing to worry about. I emailed the owner, and it seems that it is a web-structure study. Sounds quite interesting to me.
