This IP was using "Slurp/si ..." as recently as October 12th.

Air, that agent looks like it might be from W3.org, like their W3C_Validator/1.64 libwww-perl/5.47

Was Slurp running on the rest of the IPs in that block?

There is some information on that class C in these threads:

It's NSlookup is now [cache.bora.net], but I would be wary of anything coming out of that block. Who knows for sure what is going on with the bot on the other side of that IP. Inktomi has a history of playing user agent games, and I wouldn't scratch that IP out of your cloaking script.
