Is this a search engine or just a weird user-agent?

The entire ua is: Mozilla/4.0 (compatible; MSIE 6.0; IEPZv3.0; Windows 98; Q312461; Access Codes Software; .NET CLR 1.0.3705). The IP is 209.50.157.117 which maps to an ISP in Pennsylvania.

This seems to be just someone using a browser except for IEPZv3.0 where the OS is normally found. So that leads me to think this may be a bot/spider of some kind except all it did was request one page (index.asp) on two different days.

Does anyone know what this is or might be?

it's MSIE 6.0 on Win98 with the Internet Explorer Personalizer v3.0, a kind
of plugin or addon i think

Thanks. I'll do a little research on this plugin. I'm trying to get my browscap.ini file ready for its weekly release and this one really had me stumped, until now.
