A basic question about local search

I appologize if this has been answered, but I did spend some time researching, and couldn't find the specific answer. So here it goes..
For curiosity sake I entered my most popular kwd and company address in google's local search.
From what I can see , there are two types of listings:
"top" -the ones that start with "show only" and then couple of categories and then "bottom" - the ones that start with "The web pages below contain zzz and addresses near yyyy"
My site ranks first in the bottom set - pretty useless, because the first part is so large. BTW, I am IN yyy, not NEAR yyy.
How does one get into the "top" part? Among other problems I see my site doesn't belong to any of the listed "show only" categories.
