FTP Timing out
FTP with New Windows XP SP2

Ever since my Windows XP updated certain updates about 4 months ago I was unable to transfer my files,they kept timing out.I tried using FTP programs and they all had the same problem.I tried everything, disabling firewalls,Using Passive mode, Using Port Mode,Binary,etc... I have a second computer which runs Windows 98 and when I tried to to FTP it worked just fine and fast.There was a document about this on the internet about "packet loss" or something similiar and the information mentioned that the New computers had that problem unlike Windows 98.There was something I had to change but I forgot since I've lost that information.Does anyone have an idea of what I'm talking about, thanks:)

It sounds very much like you have the Windows XP firewall enabled. Try disabling that or any other firewall you may have in place and see whether the problem resolves itself.
