Something with which I can allocate limits to various softwares.

Does anyone know of a software for Windows XP that can help me allocate software specific bandwidth limits? To illustrate my requirement, conisder following example:
- Total Bandwidth: 128 Kbps (Download + Upload)
- Download Accelerator: 64kbps
- Skype: 64 Kbps
- Yahoo Messenger: 28 Kbps
- WS_FTP: 40 Kbps
and so on. Thanks for your time to help me.
