I have a website which runs a forum a competitors site has the same forum as well.
The competitor get 5 posts a day I get 5 posts a month.
I have more traffic than he does, (although lately he is gaining much more)
I think that all the posts on his forum are genuine and he has others that are "real members" and post regular replies to questions by new members.
I have tried almost everything.
My forum is not yet displayed on the home page, this is the only difference. There is a link to it on the home page.
There also seems to be a registration problem on my phpbb forum. I have had some people complain, but I have tried registering from 6 different PCs and I had no problems at all .... (apart from when Google web accelerator was on)
There are about 1200 posts on my forum, he has about 9,000.
Is your forum indexed by search engines?
Usually phpBB forums uses session ids and so are not indexed by SE.
There is a hack to remove session ids available at phpBB forums. Implement it.
Try to have static looking URLs in your forum pages rather than query strings.
Invite some big people in your industry and engage them in the discussions.

Less traffic to the forums generally results in fewer posts.
You should also check out the links to your competitor's site. If he has good links going directly to the forums (or specific posts), that will also make a huge difference.
