Can't change permissions in my forum

I've had a forum up for almost three weeks now. Still working on getting some users.

Anyways, for some reason I'm unable to change the permissions to the various sections. Every time I go into the administration panel, click on permissions, change them, click submit, they go back to what they were before.

I'm using phpBB. Has anyone else had this problem?

I'm not sure about how phpBB stores its configuration info, but my first thought would be that it's not able to write to a file that is lacking write permission. Or, perhaps the admin login you are using lacks permission to change that particular setting?

I have no idea. It worked the first time when I changed the permissions. Now I went back to do it again and it won't let me. It's very odd.
