Although it is definitely a good idea for Google, as GG has suggested adding one.

508 is not required except for government sites. But site maps are easier for blind surfers to navigate so it does help in that respect.

Section 508 guidelines apply to gov't contractor sites and basically any site the Feds want it to apply to if they have an economic stake in it.

if you want to get a govt contract your site has to be 508 compliant.

The only way to answer that is 'check your logs'. Mine show people using the site map. How many? One was enough to justify its presence.
