Moving name servers

In the next few weeks will be having to move 2 nameserver to new IPs. Just wondering what some opions would be on the best way to do this with min or no downtime.

Setup:
ns1: runs DNS, IIS, mail, and sql. This is a production server with live sites and databases.
ns2: runs dns and backup mailserver. It is a development server.

I am thinking of using a 3rd server to basically be a mirror of the prod server except for the db connection. Then start moving the nameservers over one at a time starting the ns2. Does this sound reasonable?
