I started promotion for new banner exchange network.
The feature of this network is protection from many kind of fraud
activities.
Such as cheating software, multiple banners on one page, iframe fraud ...
We really tested it.
We are going to pay $200 to every webmasters who can successfull cheat out
system.
Can anybody advise me the best ways for

I think what "not" to do should come first. Don't go around trying to advertise the system in places where advertising is not welcome via the TOS. (especially in forums where 90% of the visitors are promotion people themselves).

The best way to do it, is still word of mouth and via contacting webmasters. It takes leg work and it takes work to make contacts. Those contacts will pay off in spades down the road. Something as simple as an a well written low key email is often enough - short sweet and too the point of being terse - webmasters are all suffering email overload pains at this point.

A banner network by its very nature is a viral thing. I don't know of any importan banner exchange that has been built by advertising alone. It is all word of mouth.
