IP in excluded range

Once again I need to ask questions about something that I have no understanding. I hope this makes sense.

My Google sitemap returned some errors on the error report page for the first time on April 5 and 6. The error was recorded as "IP in excluded range" for several of my pages. Clicking on that error, took me to the following explaination page...

Reading this document seems to point the error to my host server. I contacted them and they thought I was from mars, and had no idea what I was talking about.

Since April 6, there have been no errors reported. Can anybody explain to me what IP in excluded range actually means, how it might have happened, and how I can prevent this mistake in the future?
