No, banned sites still aren't getting in, I've had sites banned for over two years...they never unban them. I guess we could change the IP and unban them ourselves.

What I was refering to, was I've been submitting hundreds of pages per domain and they are all getting listed. (slow and steady)

I didn't understand you the first time around either, but now it makes sense. You are saying that even banned sites are getting in and indexed?

I've not noticed a major updates since, what early april?
