Until recently, I have followed a similar submission procedure for the engines. Heres a brief general overview.
1) Submit root page. 2) Spider site map (or hallway page) for the engines that support them. 3) Highly optimized keyword specific pages 4) Site pages with minimal tweaking
General premise: Most optimized pages first.
With themes, it would seem that it could well make sense to reverse the order. Any thoughts?

I think the home page is so important, that it should be submitted first. I don't have any real data or experience with submitting anything else first.
And I'd forgotten, we had tried to submit subpages first before. When we did the theme thing on 80 domains back in Feb(?) we did that and it worked well. The problem was that we had promotion efforts out there that pointed at the home page so the spiders found the home page before we were really ready for them.
