Map, enlarge and minimize

As of now I am pretty much stranger to FLASH
But I would like to know before I embark on a learning process if I assume correctly the following:
A map is displayed with a “+” on its top and a “-“ at its bottom with a bunch of intermediary graduations. Click anywhere between + and - will either enlarge or reduced it, actually not only the map but details as well.
For example a USA map at first then narrow down on a State, a city, etc…

So to go back to my question is this done by loading in a movie as many frames as details could be offered, could the same be done by calling details from a DB?
Thanks for bringing some lights to my caveman FLASH knowledge :)

PS) indeed I am not thinking about G map!
What I have in mind is showing the process of racing sailing boats on a map.
I do not ask for a "how to"
just about the general concept.
