| Distorting bitmaps in Flash

My problem is that the animation distorts the JPG underneath, like ripples on a pond as the animation plays. I have enountered this problem before and thought the fix was to reset the X & Y co-ordinates of the bitmap to 0.1, 0.1 (they are centred on the stage so they should be 0, 0). However, I tried this, and it's not working. I'm still working with Flash MX, but have seen/solved this problem before... I should point out that the JPG is also in a graphic symbol. I also tried it with smoothing on and off under bitmap properties. Any ideas?

I just barely know enough about Flash to crank these things out. I am clearly not an expert. I think I have had this same problem and I think the way I remedied it was by creating a top Flash layer and drawing an object in it that served as a frame around the whole picture (four lines, one on each side). I hope this works for you.
