As far as I can tell this code is all pretty clean. Even when taking the CC's out it still renders fine in all other browsers. In Firefox though it's falling back to the static image for somereason:

<object classid="clsid:D27CDB6E-AE6D-11cf-96B8-444553540000" width="760" height="40" id="vFlashContent">
<param name="movie" value="quotes2.swf" />
<!--[if !IE]>
<object type="application/x-shockwave-flash" data="quotes2.swf" width="760" height="80">
<![endif]-->
<img src="images/AltFooter2.gif" alt="After silence that which comes closest to expressing the inexpressible, is music." />
<!--[if !IE]>
</object>
<![endif]-->
</object>

<!--[if !IE]> doesn't do anything. IE conditionals are only recognized by IE, hence, "if not IE" is just a comment.

Have you tried SWFObject [code.google.com]?
