| Can someone tell me what I am doing wrong with targeting?

I am trying to implement and run the new "Mobile App Install" ad unit.
I've set everything up in my app, and on facebook, my ad is approved and running. Problem is there is only a pool of 20 people who are able to see my ad!
My targeting (which is VERY broad) says I should have 20,000,000 million people.
