I can't ask him for the password to his personal account lol but I don't want my personal account attached to his business page either, so do I make his page using my personal account and then transfer it to him or how is this done?

Have him do the initial page creation, so that it's attached to his personal account. Then he can assign you as an admin of the business page, so that you do your thing with it. You'll sign in with your own account and have access to admin his business page.
