Joomla or shopping cart?

I need to setup a site to sell one service and only one service online. The service may have several specs and we want be able display those fields online to let user to fill. It will allow customer to register, login, fill out the specs fields of the service and submit. I don't need to process online payment. So which open source product shall I start with? I do have PHP and MySql experience. Thank you in advance!

Seems like eCommerce functionality is overkill for what you need. A simple forms module/plugin within Joomla or WordPress would do the job nicely.

What is the reason for the "register" and "login" steps? Are these customers expected to return, and re-submit the form at a later date? Re-order the same service?

From what you've told us, even a CMS would be overkill.
