| Applying gas surcharge to subtotal before or after taxes?

Hi all,
I've been searching around but have not come up with a definitive answer on when to apply a gas surcharge, so i thought you could help...
My client adds a gas surcharge as part of the total cost of services for customers. Should that surcharge be applied to the subtotal before or after taxes?
Does anyone know?
