Bill me later is only for the big boys
However once you have an Bill me later account you can link it with your Paypal account ,so yes bill me later customers can use it with Paypal

Not exactly. Bill Me Later is offered to buyers with good credit standing, which can be instantly verified online. Buyers who have no credit cards don't automatically qualify to have credit extended to them via Bill Me Later.
If you're looking for a payment method for buyers with no credit cards, I'd recommend you consider Cash, PayPal, or Western Union.
Before you accept cash, and you're crossing a customs border, check with customs first. Sometimes cash is prohibited.

I thought that this was the problem that pre-paid cards were there to address.
