|Lowering Shopping Cart Drop Out Rate|

I am looking to get a little bit of advice as to what I should do about 'customers' who drop out at the last stage of the checkout process.
I'm sure you know the score... they get through all the address and contact details and leave at that ever crucial payment stage!
What is the best way for me to bring these visitors back to the website to make a purchase?
Should I email them offering assistance?
Email them a discount?
Forget, and hope?
It would be great to hear from some of you to see if you're in the same boat as me.
