No option to pay using credit card at paypal payment page

I am facing a strange issue in paypal payment page. When i send money request to some one and user click on payment link to make payment, on payment page paypal does not show pay using credit card option it is only showing paypal login box.

I sent this money request to three different users USA, UK, INDIA. In USA & UK it is not showing pay using CC option but in india it is showing this option.

I am clue less what's happening. can any one guide me please.

Could be related to this

I paid by credit card but paypal charged my bank acount so there may be others having this problem and paypal has quietly changed something. Be intresting to see if others are having this issue.

I read that thread but still in confusion is it bug in paypal or something else, because users in india are able to see pay using CC option. Or as paypal always keep experimenting on it's payment page so it is something related to that ?

Some one else facing this problem?

I've seen this happen to me, and for me PayPal was "remembering me" as a PayPal user, and thus asking me to login with no credit card option. Try clearing your cookies/cache, you should see the credit card option. No?
