X-cart with the configurator add-on may work. Most of this would be called "configurable items" and that would be the term for what you're seeking to accomplish.

I'm in talks with an X-cart "expert" right now to design our site, and he doesnt seem to know about any addons that can accomplish this - so now I'm open to a different cart that CAN handle this.

The x-cart configurator is available directly from the x-cart developer. It will take some customizations no matter which cart you chose to do this.
If it not "configurator" its "parametric sorting" or "parametric filtering"

I've looked at that add-on and no doubt my potential developer knows about it. From what I see, you have to go to additional pages to "customize" the product. I just want this accomplished on one page (the main product page), in the dropdown area.

This is default functionality for x-cart.
It's named "Product Options".

Zen Cart has this ability with Stock by Attributes and my contribution Dynamic Drop Downs for Stock by Attributes.
