How to renew .ru domain and get it away from defunctish domain company

I'm hoping someone out there can help.

I have a client's .ru domain registered for the last 3 years with a UK company which describes itself as "International & Country Domain Name Specialists".

The registration company barely functions - it sends out automated reminders and replies to support tickets but no real contact is forthcoming. The guy who owns it is still active though - he is moderately prominent in the international seo community and still tweets and stuff (no answer to my DMs or voicemails though).

My client's domain is now due for renewal. I paid the company by paypal but they had already duplicated the invoice (a bug on their system) so now they are asking for a second payment - all by automated emails. I am reluctant to pay twice when I have no idea if anything will happen.

I would like to renew the domain. I would also really like to get my clients domain away from this company. After some searching, I havnt been able to find any help as to how to go about this.

The whois details for my client's domain do show my clients company as the owner. But the admin contact is listed as https://www.nic.ru/whois and the registrar is listed as RU-CENTER-REG-RIPN

I really hope someone can point me in the right direction for this.
