Does Dmoz use 301 redirects? I don't see any redirects happening at Dmoz.

(I'm not sure what you mean, so this may not be responsive.) The ODP policy is not to list URLs that are redirects (of any kind -- 301, 302, meta refresh, or javascript.) The exception is, of course, a bare domain name (which technically does a redirect to the default home page) -- but we prefer to list the domain name.
