In my opinion, I think they CAN be spam, but are not necessarilym so. In other words, I don't think you can generalize. msg:3211450 | 7:39 pm on Jan 7, 2007 (gmt 0) | The search engines will be using far far more sophisticated generalizations than "is a directory" -- and in fact they'll be using a completely different kind of generalization, since "is a directory" is not an automatically identifiable attribute of either a site or a page.
