Horizontal and vertical menu

Ok, I really have been trying hard here, trying to work this out.
I want to have a rollover effect where the background changes color and the background is all hyperlinked too in top nav and side nav.
Identical to how they are doing it at

If someone can please explain to me how this achieved, I would be very appreciative.

Hi whatson, recall that css styles html, and html marks up the content, so I think it would make things easier if you can tell us what you are trying to achieve overall. If I understand correctly, what you want is a full-width horizontal menu as a top navigation, plus a second vertical menu in the left-hand side-bar. Is that correct?

I worked out the nav part of it, now I need the layout part, how do I do this without tables:
