Are you asking about the {outline: blahblah} property? I haven't tried it in a while because browser support was so unpredictable.

Are you resizing the image from its natural dimensions? If so you could try adding this:
img { -ms-interpolation-mode: bicubic; }
Otherwise you will need to clarify the question a little as it is very vague.
