CSS for smartphones

So i may be way behind the times on this one (still kinda new to the game too) but...

I know i can link an alternate stlye sheet for printing or IE...what about for mobiles like iphone or android... what coding would a person use?

In my admittedly very limited experience in mobile web site development, I have found that the CSS really doesn't change for iPhone or Android devices versus what they would be on "regular" browsers.

Avoid using pixel widths for elements (though they are OK for margins and padding for the most part).
