Just off the bat - I'm looking to design a website for a friend and I would like to incorporate a classified section for her to help minimise costs.

Is this do-able with css?

CSS is for making the site's pages look the way you want them too. You can design a section with CSS just for her classifieds, but, if you want her to edit them, then a Content Management System would be a good thing to use: Dee..

CSS is only what you see, it has nothing to do with functionality and structure. You will need a CMS to achieve the result you are looking for.
