I've played around a fair bit the CPG Dragonfly, which is a different animal but in theory integrates Coppermine, phpBB and a CMS. Back in the bad old days (2-3 years ago) there was still some not so nice PHPNuke legacy code in it, but AFAIK there's been a lot of work on it since then.
It is based off
- Dragonfly CMS (forked from PHPNuke 6.5 in 2004 with major rewrites)
- Coppermine (not sure which version)
- phpBB 2.0
I realize that doesn't really answer your question/requirements, but I haven't played with anything that does CPG and phpBB3. Sorry.
