A question about site siloing
site silo, internal link

I have been thinking about restructure my website using silo concept. Say for example, I have main silos A, B, C, D. I understand that it is good practice to link from A1 to B if necessary or relevant, not good to link from A1 to B1. What I wanted to understand is, is it good practice to cross link between A, B, C, and D? I am planning to use a menu bar which links to A, B, C, and D, which means any page on the site will be linking to A, B, C, D from the top menu.
Anyone has ideas or thoughts about this?
