A common problem I've run in to when conceptualizing a site with clients is an effective way to develop and organize a sites information architecture.

What are some tools that others have used to create site hierarchies? Anyone know of anything technology agnostic (web based) to develop site trees? What is your process for developing these?

Do you mean :
- to create a simple diagram
- to create a comprehensive and complex diagram
- to actually work on the site's content and then distribute it into an architecture
- to create the actual website sections and pages ...
?

For a simple 2-3 tier diagram, I use SmartDraw which offers simplistic workflow diagraming.
