content & business model

A lot of the content on my site is provided by businesses, some pay for the privilege while many others have a free ride. Since my business model isn't working very well, (they don't want to pay but they are bringing in traffic) I'm wondering about switching to promoting the site as a free content provider and then using some tools for the site community to rate the content. This should grow the site considerably, encourage or maximise new content submissions, and encourage community involvement in the site. I could then use adwords and or look for other business opportunities with a bigger site. The site is doing pretty well in it's area, although currently only gets about 20,000 page views a month (split 50/50 between content & a forum). Any thoughts to these ideas pleas? Has anyone done anything similar? Used any good tools for this? thanks
